Permit Process
Step 1: Online Permit Submittal
- Complete the Commercial Permit Application Through the Opengov Portal. If you do not already have an OpenGov account you will be prompted to create one before applying for the permit.
- A Contractor's Business License (also available in Spanish) is required for all contractors performing work in the Village of Schaumburg.
- Exception: Plumbers and roofers are licensed by the State of Illinois.
- Verify a roofing contractor's state license by visiting the State of Illinois Department of Professional Regulations website.
- Verify a plumbing contractor's state licensed by visiting the Illinois Department of Public Health website or call 217-524-0791.
- Current copies of the roofing and plumbing licenses must be submitted prior to the issuance of a permit.
- A letter of intent shall be included with all plumbing permit applications. The letter shall be written on the licensed plumber of record's business stationery and shall include the license holder's signature and, if the license holder is incorporated, the license holder's corporate seal. If the license holder is not incorporated, the letter must be notarized.
- Effective March 1, 2013, per 225 ILCS 320/37, from Ch. 111, par. 1135 of The Illinois Plumbing License Law
- Permit submittal must include the following as applicable:
- Energy Calculations: COMcheck or Energy Model
- Interior build-out will only require a Lighting COMcheck
- A single PDF set of collated permit drawings with each PDF page labeled with the matching sheet number and name. If greater than 100 MB must be separated into less than 100 MB sections to upload into application portal.
- NOTE: All sheets must be digitally stamped and signed with the architect and engineer of record professional seal.

- NOTE: A building permit for a building that requires a new fire suppression system shall not be issued without the submission of a technical submission prepared and sealed by a licensed design professional.

- Food Service Drawing Set: Required for any project that involves the storage, packaging, preparation, serving or vending of food directly to the consumer, or otherwise provides food for human consumption and must comply with the Illinois Department of Public Health Food Code. - Food Service Equipment Plan:
- Food equipment layout
- Location of dry storage area for all non-perishable food items and all single service items
- Location of employee personal storage area
- Location of chemical storage area
- Location of beverage station(s), bag in box, CO2 tank(s), CO2 monitoring system, and supply lines from the bag in box to CO2 and beverage station(s)
- Food Service Equipment Schedule:
- Must correspond with Food Service Equipment Plan
- Food Service Plumbing Plan:
- Location and size of grease trap, and any plumbing fixtures that are indirectly connected, including commercial dishwashing machines, dishwashing sinks, pot washing sinks, pre-rinse sinks, silverware sinks, bar sinks, soda fountain sinks, ice machines, steam tables, and steam cookers
- Food Service Electrical Plan
- Food Service Elevations: May be required if not shown on specification sheets
- Finish Plan:
- Include floors, walls, and ceilings
- Include walk-in refrigeration units, food preparation areas, equipment washing and utensil washing areas, dressing rooms, locker rooms, toilet rooms, and vestibules
- Finish Schedule:
- Millwork, countertops, cabinetry, and shelving
- Specification Sheets:
- Must include all proposed food equipment with manufacturer name and model number
- Must include all proposed finishes
- Must be labeled to correspond with the food equipment and finish schedules
- Used food equipment will be subject to field inspection and approval
- Kitchen Hood Drawings:
- Mechanical drawing showing air balance plan and grease duct with required fire ratings
- Roof plan with all equipment shown
- UL 710 or UL 710B
- Plans, sections, all exhaust and makeup air equipment information and schedules
- Menu: Variance request and HACCP plan for special processes, if applicable
- Completed the Commercial Kitchen Hood Questionnaire and save as PDF.
- Food Service Equipment Plan:
- NOTE: After the Commercial Permit is issued, separate submittals for fire related permits are required for all fire related systems and operational permits. Apply for a Fire Systems Permit through the OpenGov Portal.
- Fire Protection System Layout Documents, (Shop Drawings)
- Energy Calculations: COMcheck or Energy Model
Step 2: Prescreen & Plan Review(s)
- Permit Clerk reviews each permit submittal for completeness in order of date and time received.
- Permit Clerk will contact Applicant through the portal, for any request for information or documents, if submittal is incomplete.
- If submittal is complete, the Permit Clerk will assign the project to a Plans Examiner.
- Technical Plan Review
- Plans Examiner reviews submittal in order of date received.
- If submittal requires revisions or additional documentation, proceed to Step 2.3.
- If submittal is approved as noted, proceed to Step 3.
- Permit Submittal Corrections
- o Applicant will be issued a plan review letter through the OpenGov portal on what changes need to be made to their application.
- Applicant revises all applicable drawings, provides any requested documents, provides a response letter to all of the plan review comments, and emails them all directly back to the Plans Examiner.
- Proceed to Step 2.
Step 3: Permit Payment & Issuance
- Permit Clerk processes approved as noted permit submittal.
- A will receive notice through the portal of permit fees due, and be able to pay online or come in to the village to pay.
- NOTE: Payments may be made online by credit card with a 2.9%+ $0.30 service fee or E-Check with a $2.25 service fee.

- After the permit payment is processed, permit card and approved as noted permit submittal will be available in the portal.
- Applicant is encouraged to add additional “guests” to the permit record in the portal to receive approved permit documentation and communication. It is recommended to make the property owner/tenant and their authorized contractor performing the work "Guests" on the record.
- All plan review comments are required to be reviewed and revised as noted for the construction of the project.
- Scope of work listed on the approved as noted permit submittal can begin once the permit is issued.
- NOTE: Any modifications, deviations, and/or new or unspecified scope of work to the approved as noted permit submittals are not included or authorized with the issued permit and must be submitted back for a new plan review.
- Revised permits will be subject to the standard permit process and additional permit fees as applicable.
Step 4: Inspections
- All inspections require a 24 hour minimum advanced notice. Schedule inspections up to 4 p.m. on the business day prior to the requested inspection date by submitting a request through the portal or calling Permit Services at 847-923-4420.
- Construction is required to be inspected at different phases of development according to the project type.
- Construction must remain accessible and exposed for inspection purposes until approved by the Inspector.
- The printed permit card must be clearly visible on site along with the approved as noted permit set, readily available to the Inspector.
- J.U.L.I.E. must be called at least 48 hours prior to any digging at 811 or 800-892-0123.
