Permits are required for the protection of buildings, the occupants within them, and the investment of the project itself.

The property owner, tenant, or their authorized contractor performing the work is responsible for obtaining all required permits. Work can only begin after the permit for the listed scope of work is issued. The issuance of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the adopted codes or the Village of Schaumburg Ordinance.


New Permit Software Implementation

The village is currently working on building out a new portal for online permit applications. The new OpenGov portal will eventually be a one-stop shop for permitting needs, however, the village is taking a phased approach, and permit application types will migrate to the new portal over the next year. 

Currently Residential Permits are live on the OpenGov Portal.  


Type of Permits

  1. Express Permits
    • This type of permit does not require a plan review.
    • Only Allowed for the Following Residential Scope of Work:
      • Roofing, Siding, Air Conditioner, Furnace, Water Heater, Sewer Repair, Plumbing, and Temporary Storage
  2. Commercial Permits
    • Additions, alterations, and new construction projects require a permit.
    • A change to the occupancy of a building or tenant space requires a permit.
    • Plan reviews are conducted for these projects.
  3. Residential Permits
    • Additions, alterations, and new construction projects require a permit.
    • Small improvements such as decks, fences, patios, pools, sidewalks and stoops require a permit.
    • Plan reviews are conducted for these projects.

  4. Fire Related Permits
    1. Construction permits are required to install or modify fire related systems and equipment.
    2. Operational permits are required for certain operations or businesses that create an increased level of risk.
    3. Plan reviews are conducted for both of these types of permits.

Inspections

All inspections require a 24 hour minimum advanced notice. Commercial and Residential related inspections can be scheduled up to 4 p.m. on the business day prior to the requested inspection date by calling Permit Services at 847-923-4420.

The printed permit card must be clearly visible on site along with the approved as noted permit set, readily available to the inspector.


Licenses

Individuals and companies are required to display a valid license for a variety of activities and privileges. Please visit the Finance Department's License webpage for information on the various licenses available.

Residents should be aware that there are roof and siding companies soliciting repairs or replacement of storm damaged roofing and siding. Residents should verify that all contractors have the following valid licenses:

  1. State of Illinois Roofers License
  2. Contractor's Business License

Appeals to the Building Code

As part of the Community Development Permit Services, all customers are offered an opportunity to inquire about or appeal the decision of a plan reviewer or field inspector during any phase of their project.

From time to time, a permit applicant (design professional, homeowner, business owner, contractor, or other project representative) may not agree with a staff member’s code interpretation provided during the permit submittal/plan review process and/or the inspection process. The applicant is first encouraged to attempt to resolve with the staff member and/or his or her supervisor. Staff will offer a written interpretation to the code with applicable references to the specific project condition. If the applicant is not agreeable to the supporting documentation, the applicant may appeal per Village Ordinance §153.03.1 - APPEAL PROCESS as outlined in the flow chart, click this link for flow chart.
