A teardown is the demolition of an existing home and reconstruction of a new home on the same property. For additional information, please contact the Community Development Department at 847-923-4430.

Application Process

All teardowns applicants are required to submit the Teardown & Replacement Application, and any required attachments such as the Site Description details form. please reference the Teardown and Replacement Supplemental Materials for more information. 

A Plan Commission public hearing is held prior to final consideration by the Village Board.  The process typically takes 2-3 months from the time you submit your application for Plan Commission.

  1. Pre-Application Meeting – You should schedule a meeting with Village Staff to discuss your project and the Teardown Process.

  2. Preliminary Submittal – You'll be required to submit the Teardown & Replacement Application and application fee along with 2 full size (24” x 36”) copies of the Site Plan (including legal description), Floor Plan & Elevations. The deadline for submission is every Monday at noon. 

  3. Preliminary Review – After you've submitted for preliminary review, you'll be contacted within a week to schedule a meeting to review your plans with Staff and discuss any necessary revisions.

  4. Submittal of Application & Plans for Plan Commission – You’ll be required to resubmit revised plans based on the Preliminary Review and meeting with Staff.  Any revisions that were discussed as part of your preliminary review should be corrected for your Plan Commission submittal. The deadline for submission is every Monday at noon. 

  5. Notification Requirements – Public notification is required for any teardown request, which includes:

    1. Publication of Legal Notice in Newspaper (done by Village Staff)

    2. Notification of all property owners within 150 feet of the property line (done by the applicant).  A letter will be provided by the Community Development Department, which can be copied and sent to the property owners. The letters must be sent certified mail return receipt requested. The names and addresses of the property owners may be obtained from either the Schaumburg Township Assessor's Office or the Palatine Township Assessor's Office, depending on your project's location. The letters must be sent 15 and 30 days before your scheduled Plan Commission public hearing. All certified mail receipts, return receipts and a list of the property owners should be returned to the Village the Friday before your public hearing. Failure to notify the surrounding property owners in the time allowed will postpone your public hearing.

    3. Posting of a sign on the property (done by the applicant) You'll receive a sample sign after submitting your Teardown & Replacement Plan Application. Signs must be posted between 15 and 30 days before your scheduled public hearing.

  6. Staff Review – Once your application has been submitted, Staff will review your plans and prepare a report summarizing the project and Staff’s recommendation for your project. You will receive a copy of this report prior to the Plan Commission public hearing. Staff may provide a negative or positive recommendation for your project.

  7. Plan Commission Plan Commission is held the 1st and 3rd Tuesday of each month. At your scheduled public hearing, Plan Commission will conduct a review of the application. Anyone present from the public will be allowed to speak on your project. Plan Commission will make a recommendation to Village Board.

  8. Village Board Action – Village Board is held the 2nd and 4th Tuesday of the month and has final approval of any teardown request. If your project is approved, Village Staff will prepare an ordinance documenting approval of your project. Village Board may include special conditions as part of approval/denial of your project.

  9. Permits – If your project receives Village Board approval, you will be allowed to submit your permit application and construction plans.

Teardown Regulations

Teardowns regulations are the same as regulations for other single-family detached homes with regard to height, setbacks, lot coverage, and floor area ratio (FAR) for each zoning district. Your plan must also meet the Engineering and Landscaping Guidelines.

Engineering Regulations

All teardowns are required to comply with the Village's Lot Grading Guidelines. The natural drainage pattern is not to be blocked or redirected onto neighboring properties. New water service from the nearest watermain shall be installed complete with a B-Box and other required accessories. The B-Box needs to be located within the right-of-way.

Sprinklers

Sprinklers are required for any teardown in the Village.

Landscaping Regulations

Tree preservation is encouraged for existing trees when possible Village Code requires that a specific number of trees be preserved/planted on the property based on the lot size.

Tree preservation fencing is to be installed around all trees (including parkway trees) that are being preserved. This includes any existing trees on the subject property, any parkway trees in front of the existing home, and any parkway trees across the street where utility connections may occur. A detail of the tree preservation fencing is to be included on your Site Plan.

Code Enforcement

The property and exterior of the existing home needs to be maintained up until demolition Once you have scheduled a Pre-Application Meeting, your property will be monitored by the Code Enforcement Division. Grass is to be mowed on a regular basis. The existing home is to be secured at all times. All windows and doors are to remain intact.


Permit& Building Enforcement

If approved by Village Board, you can submit for permits.  Both a Demolition and a New Construction-Teardown permit is required:

Demolition Permit

A Village Permit Application must be completed for the Demolition Permit. The Demolition Permit can be issued and demolition can begin prior to Village Board approval, but you cannot apply for your New Construction Permit until after Village Board has granted approval of your project. New Construction Permit

Property Maintenance Regulations During Construction

After your permit is issued, the property will be monitored and inspected by the Building Division and must comply with the following regulations:

  1. GRASS AND WEEDS. Grass and weeds are to be kept below 12 inches at all times. Grass needs to be mowed on a regular basis. This includes prior to demolition of the existing house and thereafter during construction of the new dwelling.

  2. ACCESSORY STRUCTURES. Any accessory structures (sheds, detached garages, swimming pools) are to be removed.

  3. CHAIN LINK FENCE REQUIRED. A 6 foot chain link fence shall be installed around the construction site. The fence opening shall be secured to prohibit trespassing, when construction has ended for the day, or over a weekend. No materials or debris shall be stored against the fence.

  4. TREES AND LANDSCAPE. Landscape fencing around trees that are required to be saved shall be maintained. No storage is allowed inside the landscape screened areas.

  5. STREET ADDRESS NUMBERS POSTED. Street address numbers shall be posted on the property prior to demolition and during new construction.

  6. BUILDING PERMITS POSTED. Building permits shall be posted on the property and kept on site. A deposit box shall be designated to receive information from the village official and to post notices on the property.

  7. CONSTRUCTION DEBRIS. There shall be no wind blown construction debris. Control the dust that may blow onto neighboring properties.

  8. UTILITIES. All utilities shall be shut off prior to demolition.

  9. SIGNAGE. Any signs posted on the property must be approved by the village. Sign permits are required for all contractor signs.

  10. PUBLIC STREETS AND SIDEWALKS. Public streets and sidewalks shall be maintained and kept clean and free of any debris, dirt, and mud. Provide equipment necessary to maintain the site and streets clean when trucks enter and leave. An approved temporary sidewalk shall be maintained for safe passage. Provide necessary safety cones, barricades, and warning signs

  11. GARBAGE AND DEBRIS. Covered garbage cans or four sided enclosures shall be used when dumpsters are not on site. Sites shall be cleaned and garbage emptied twice a week and each Friday as necessary to maintain the site clean. Tarps to be used to cover and prevent wind blown debris. A separate covered container shall be provided on site for non-construction waste, like lunches/bottles.

  12. NEIGHBORING LOTS. Adjacent property shall be protected from construction damage. There shall be no construction debris and garbage spilling over onto neighboring lots.

  13. TOILET FACILITIES. A portable toilet system is required to be on site, kept sanitary, and secured. The location shall be inside the fence and not on the parkway or on the sidewalk.

  14. CONSTRUCTION MATERIAL. Construction material to be safe and secure. Note general site safety concerning the storage of materials. Scaffolding to be also secure and safe.

  15. CONSTRUCTION VEHICLES. All vehicles and construction equipment shall be legally parked and streets shall remain accessible to emergency vehicles and traffic. No obstructions with vehicles allowed.

  16. CONSTRUCT EQUIPMENT AND MATERIALS. Shall be stored and placed so as not to endanger the public, the workers, public right-of-way, or adjoining property for the duration of the construction project. This includes waste materials also.

  17. LIFE SAFETY ISSUES. Avoid eminent danger to public or workers by eliminating open holes, sharp and dangerous objects or projections.

  18. THERMOSTATS. Thermostats containing mercury shall be removed and properly disposed of prior to demolition.

  19. CONSTRUCTION HOURS. Construction hours are from 7:00 a.m. to 9:00 p.m., Mondays through Saturdays, and 8:00 a.m. to 6:00 p.m. on Sundays.

  20. WATER METER. The water meter and any equipment connected to it shall be removed by the Village.
