Development Approval

The village strives for safe and attractively designed new development and redevelopment projects in the community, whether the development is a shopping center, residential development, or office park. New development and redevelopment projects are reviewed at the staff level by the Project Review Group (PRG), which is an interdepartmental review group made up of representatives from the various village departments and divisions, and then reviewed by the Village Board. Review by an advisory board or commission may also be required before Village Board review depending on the type of project. New Development Review Application

The village is implementing a new portal for online permits and development review application. The new OpenGov portal will be a one stop shop for zoning approvals, land development permits and building permits.  Please apply for zoning using the new Opengov Development Review Application. Land development permits are live in the OpenGov Portal and Commercial permits will be coming to the portal soon.


Subdivisions & Plats

The village regulates the subdivision of land and creation of subdivisions. The Subdivision and Land Development Ordinance (Chapter 151 of the Municipal Code) was established for the following reasons:
  • to provide for the harmonious development of the village of Schaumburg and its environs
  • for the coordination of improvements within new subdivisions and developments with other existing or planned improvements
  • for the division of property into lots which are properly adaptable for uses utilizing solar and other renewable energy sources
  • for the provision of a minimum level of public infrastructure improvements which are necessary from the perspective of safety, convenience, efficient use of embodied energy, and operating energy consumption
  • for the dedication acceptance of land required for schools, parks, playgrounds, and other public uses
  • for the preparation of plats and the procedure for the submittal and recording of plats in and about the village of Schaumburg, Illinois, in accordance with the authority vested in the municipality under the provisions of the Illinois Compiled Statutes and its home rule powers.

Planned Unit Development Approval

Planned Unit Developments, or PUDs, encourage a more creative, imaginative and desirable approach to developments than is generally possible under conventional zoning regulations. By allowing greater flexibility in project design, these regulations seek to enhance the character of the village in accordance with the village's goals as set forth in the comprehensive plan. Residential Teardowns

A teardown is the demolition of an existing home and reconstruction of a new home on the same property. The village has specific requirements for review and approval of a residential teardown project. Administrative Amendments

Minor changes to approved site plans and planned unit developments (PUDs) may be approved as an administrative amendment. The village manager or designee may administratively approve the below listed amendments to approved special use site plans and site plans approved under provision of the Site Plan provision of this Code.

The following projects shall qualify for an administrative amendment, as long as the subject property will still meet code requirements once the project is completed. If the subject property will not meet code requirements once the project is completed, the project cannot be approved administratively. Qualifying projects include:

  • the installation of ground-mounted utility and mechanical equipment, provided that screening is installed per the zoning district requirements of said property;

  • building additions of five hundred (500) square feet or less;
  • reduction of the square footage of a business that has received special use approval;

  • commercial patio additions of no more than five hundred (500) square feet in area;

  • reduction in the quantity of healthy trees on a property can also be considered an administrative amendment provided that the property meets the minimum requirements of the landscape and screening ordinance; and

  • minor changes to a building’s façade or exterior building materials which are in general conformance with the approved site plans.
