To encourage flexibility from conventional zoning standards, the village has established two distinct forms of planned unit developments (PUDs), each with its own set of parameters and identity.

The residential PUD, which is the most commonly used planned unit development in the village, is composed primarily of multiple-family residential housing. The village does recognize the need and seeks to fulfill the demand for mixed use PUDs (MUPUD) which contain two or more different land uses, including such uses as single-family residential, multiple-family residential, commercial, office, and hotel uses.

In preparing a petition for PUD review, the petitioner should consult Chapter 151 of the Municipal Code, Chapter 154 of the Municipal Code, and Comprehensive Plan to insure conformity with intent and compliance with all regulatory requirements.

PUD Objectives

The objectives for establishing a PUD are as followed:

  • Flexibility and Variety - to promote flexibility in design and permit planned variety in the type and location of structures and uses
  • Efficiency and Economy - to promote the efficient use of land to facilitate a more economic arrangement of buildings, parking, circulation systems and utilities.
  • Integrated Uses - to provide a procedure to better integrate compatible and mutually supportive uses.
  • Comprehensive Planning - to provide a procedure whereby projects are comprehensively planned including the provision of public facilities and public improvements.
  • Site Character - to provide a procedure which can relate the type, design and layout of development to the particular site, thereby encouraging preservation to the greatest extent possible of the site's natural character, its landscape and topography.
  • Open Space and Amenities - to provide for more usable and suitably located recreational facilities and open space and other public and common facilities than would otherwise be provided under the strict application of conventional zoning.

Process.

The petition for a PUD involves the following procedures:

Pre-application meeting.

Although this first step is optional, it is highly recommended that the petitioner schedule a meeting with the Community Development Department to discuss the feasibility of the proposal and to become familiar with Village requirements and procedures.

Submittal of the PUD Application.

The application should be filled out correctly and as completely as possible. See the PUD Supplemental Materials for additional submittal requirements.

Staff review.

Upon receipt of the completed application, the proposal will be scheduled for review by the Project Review Group (PRG), an interdepartmental reviewing body coordinated by the Community Development Department, consisting of input from all applicable Village departments.

Petitioners will be invited to meet with PRG. After this meeting, written comments regarding the project will be sent to the petitioner. Keep in mind that additional PRG meetings may be necessary based on the complexity of the project.

Zoning Board of Appeals action.

The Zoning Board of Appeals will conduct a review of the request during a public hearing. Upon the conclusion of its review, the Zoning Board of Appeals will submit a recommendation to the Village Board to approve or deny the project

Village Board Action.

All petitions for PUDs must be reviewed by the Village Board. Upon receipt of the recommendation from the PRG and the Zoning Board of Appeals, as applicable, the Village Board will then approve or deny the project as it determines appropriate based on all established village policies, ordinances, and plans.

Permits.

Once the Village Board has approved your project, you may apply to the Community Development Department for the necessary permits. Please note, the Community Development Department will normally not accept any permit plans for review until Village Board determination.
