In preparing a petition for development review, the petitioner should consult Chapter 151 of the Municipal Code, Chapter 154 of the Municipal Code, and Comprehensive Plan to insure conformity with intent and compliance with all regulatory requirements. The petition for development review involves the following procedures:

Pre-application meeting.

Although this first step is optional, it is highly recommended that the petitioner schedule a meeting with the Community Development Department to discuss the feasibility of the proposal and to become familiar with Village requirements and procedures.

Submittal of the Development Review Application in the Opengov portal

The application should be filled out correctly and as completely as possible. See the Development Review Checklist for additional submittal requirements.

Staff review.

Upon receipt of the completed application, the proposal will be scheduled for review by the Project Review Group (PRG), an interdepartmental reviewing body coordinated by the Community Development Department, consisting of input from all applicable Village departments. Petitioners will be invited to meet with PRG. After this meeting, written comments regarding the project will be sent to the petitioner. Keep in mind that additional PRG meetings may be necessary based on the complexity of the project.

Zoning Board of Appeals action, if required.

In those instances where a rezoning, special use, and/or variation is part of the project, the Zoning Board of Appeals will conduct a review of the request during a public hearing. Upon the conclusion of its review, the Zoning Board of Appeals will submit a recommendation to the Village Board to approve or deny the project.

Village Board Action.

All petitions for development review must be reviewed by the Village Board. Upon receipt of the recommendation from the PRG or the Zoning Board of Appeals, as applicable, the Village Board will then approve or deny the project as it determines appropriate based on all established village policies, ordinances, and plans.

Permits.

Once the Village Board has approved your project, you may apply to the Community Development Department for the necessary permits. Please note, the Community Development Department will normally not accept any permit plans for review until Village Board determination.
