When installing a swimming pool or hot tub on your premises capable of holding 24 inches of water, a permit is required. If you have hired a contractor(s) to perform the work, they must obtain a Contractor's Business License with the village before a permit can be issued.

Submittal Requirements

  • Residential Building Permit 
  • Plat of Survey (PDF) with proposed scope of work drawn directly on the survey to scale
    • Identify pool heights above grade
  • Plat of Survey must be scanned at high-resolution settings, photos will be rejected

  • Pool diagrams
  • Filter system diagrams
  • Electric layout is required for electrical work
  • Electrical layout

For in-ground pools, specify:

  • Concrete walk area around pool
  • Concrete area around diving boards
  • Decking, if used

For above-ground pools, if decking is to be installed, specify:

  • Height from ground
  • Types of materials to be used

For spas or hot tubs:

  • Defined as a hydro-massage pool or tub for recreational or therapeutic use, not located in a healthcare facility, designed for immersion of users and usually having a filter, heater and motor-driven blower.

Required Inspections

  • Plat Verification inspection requires J.U.L.I.E markings prior to start of work
  • Rough inspection - Framing, Electrical, Plumbing
  • Final inspection - Framing, Electrical, Plumbing

Inspections can be scheduled up to 4 p.m. the business day prior to the requested inspection date by contacting the Permitting Division of the Community Development Department at (847) 923-4420.


Code Requirements

  • Private swimming pools shall be operated for the exclusive use of the residents of the zoning lot upon which they are located and their invited guests. No private swimming pool shall be operated as a business or private club.
  • Pool and appurtenances shall be located at least 8 feet from all property lines as shown. Appurtenances include diving boards and bracings.
  • Pool heaters, filters, and concrete walls are to be a minimum of 8 feet from the property line.
  • No private swimming pool or pool spa, including, but not limited to, aprons, walks, and equipment rooms, shall protrude into any required side yard, nor be less than eight feet (8') from any lot line.
  • Pools shall be a minimum of 5 feet from underground electrical service.
  • Pools shall be a minimum of 10 feet from air conditioners and/or electrical outlets, except for the electric receptacle that is installed for pool equipment.
  • Pools are not allowed in side yards.
  • Spas or hot tubs shall be located 8 feet from property line, 5 feet from ComEd lines, open on 2 sides for access.
  • Spas and hot tubs shall conform to the 2011 NEC pool requirements
  • Spas and hot tubs shall comply with the same provisions as defined for pools per the International Building Codes.
  • Spas and hot tubs with locking type covers complying with ASTM-ES 13-89 are exempt from the barrier and safety requirements.

Fencing

  • Private or public in-ground or above-ground pools shall be completely enclosed by a fence to make the pool inaccessible to small children. The fence may be located at the property line along the perimeter at a minimum height of at least 4 feet, but no greater than 5 feet, of a semi-open or open type. This fence may also be located within the interior lot at least 5 feet from the property line at a height of at least 4 feet, but not greater than 5 feet, and shall consist of an open or semi-open type.
  • Above-ground pools need not be enclosed by a fence of the type described above if the pool has a deck fence or fence extending from the top of the pool side wall to a height of seven feet (7') from the surface of the ground.
  • All fence openings or points of entry to the pool of either above-ground or in-ground pools shall be equipped with gates or doors having automatic latching devices placed at the top of the gate or door or otherwise made inaccessible to small children.

Demolition Requirements for In-Ground Swimming Pools

When demolition of an in-ground swimming pool is necessary, a Village Permit is required. The concern is that an abandoned pool will act as a bowl and unregulated back-fill may create an area of super-saturated soil which could prove to be a hazard to the public's safety. The other consideration is that there may be a future building on the site and the uncompacted fill would not be adequate to sustain the loading and the new structure would likely suffer structural damage.

Submittal Requirements

  • One (1) copy of your plat of survey indicating:
    1. Real property lines
    2. All buildings relative to property line
    3. Location of the pool relative to the property line and structure
    4. Access route to pool to carry out demolition and cleanup.

Required Inspections

  • Rough grade to verify holes in bottom of pool shell.
  • In progress - 48 inches from finished grade. Verify disconnects and backfill material.
  • Final pool backfill complete, final grading complete.

Code Requirements

  • The bottom of the pool's shell shall have holes punched or drilled completely through so water will be able to drain out of the bottom and not accumulate in the pool. An inspection of the holes is required prior to backfill.
  • Recommend the top 24 inches of the side walls be removed (18 inches minimum).
  • Pool shall be backfilled and compacted to a minimum of 90 percent maximum density. No organic or other reducible material shall be incorporated in fills. No rock or similar irreducible material with a dimension greater than 8 inches shall be buried or placed within 48 inches of the finished grade.
  • Disconnection and proper termination of the gas, water and electrical lines will be required prior to final inspection.
