The U.S Department of Housing & Urban Development (HUD) allocates Community Development Block Grant (CDBG) funds to the village on an annual basis. Due to the COVID-19 pandemic, the Coronavirus Aid, Relief and Economic Security Act (CARES Act) allocated additional CDBG funds (referred to as CDBG-CV funds) to the village to prevent, prepare for, and respond to the coronavirus pandemic.
The Village of Schaumburg recognizes that during this time, a number of individuals and families may be financially impacted. The village is continuing to fund programs to provide rent, mortgage and utility assistance to residents experiencing a temporary economic hardship due to the COVID-19 pandemic. Financial assistance is provided for past due rent, mortgage or utility payments. Applications will be reviewed on a first come first serve basis until all funds have been spent.
Program Eligibility
Eligibility for financial assistance is considered on a case-by-case basis. The minimal eligibility for consideration is as follows:
- Must be a resident of incorporated Schaumburg;
- Must be listed as tenant on the lease agreement or owner on the mortgage. (If there is a cosigner that does not live in the home, then the applicant may not be eligible to receive assistance. Please contact the Village for more information);
- Must be experiencing a temporary financial hardship due to the COVID-19 pandemic, such as loss of a job or loss of work hours;
- Total household income must fall within the 2022 HUD Income Limits, which are based on the number of members living in the home.

- Must have a past due balance for a basic need, such as rent, mortgage or utilities;
- Must be lacking in funds to pay said bill. (All sources of income, bank accounts, checking, savings, GoFundMe, participation in other rent/mortgage assistance programs, etc. - will be evaluated);
- Must be current on rent and utility payments prior to March 1, 2020; and
- Must have a plan to address future rent/utility payments (for example members of the household will be returning to work)
