Property Information

The 32.8-acre parcel was annexed into the village in the late 1960s. Loeber Farm is a former horse farm located at the far northern portion of the Village of Schaumburg. The property borders Rolling Meadows to the north, and partially to the east and west. The site is bisected by Salt Creek which runs east-west through the property; therefore, development will require careful site design to address hydrology and topography. A bridge will be required to connect the northern and southern portions of the site to provide safe access for residents and emergency services.

Review Process 

Below is a summary of the development approval process for this project. 

Developer Submits Application (Application submitted on 9/18/2023)

The Developer submitted a formal application and plans to the village on September 18, 2023. The Developer submitted revised plans to the village on February 5, 2024. The developer submitted third set of revised plans to the village on May 13, 2024. 

Review of Project by Staff

The village has professional staff with expertise in the fields of Engineering, Landscaping, Transportation, Building, Fire Safety, Health, and Planning. The village will also utilize outside consultants that have specific expertise in engineering, stormwater, and wetlands to assist in review of the proposal. The village team made up of staff and consultants will review the plans and provide advice and recommendations on technical matters, as well as evaluate conformity with adopted village policies. Review of the plans could take several weeks or months depending on the proposal and needed revisions.

Plan Commission Public Hearing

After village staff complete their review, the project will be scheduled for a public hearing before the Plan Commission. The Plan Commission is an advisory committee appointed by the Village Board to review matters pertaining to residential zoning and development. The public hearing is a forum for the public to make official comments regarding the proposal. Property owners located within 150 feet of the property will receive a letter providing notice of the date, time, and location of the meeting. Signs providing the date, time, and location of the meeting will be placed along Sue Lane, Meacham Road, and Algonquin Road.

A public hearing for this project is scheduled with the Plan Commission on July 17, 2024. The hearing will start at 7 p.m. in Russ Parker Hall at the Robert O. Atcher Municipal Center located at 101 Schaumburg Court, Schaumburg, IL 60193. Submitted plans and documents for the proposed development can be accessed by clicking here

Village Board Review

After the Plan Commission public hearing, the project and recommendation from the Plan Commission will be forwarded to the Village Board for consideration. 

Permits

If the Village Board approves the project, the developer can then apply for village building and land development permits to construct the development. The village land development permit authorizes site work, including grading, landscaping, installation of utilities and road construction. The project will also require permits and approvals from other agencies, such as: the Metropolitan Water Reclamation District, North Cook County Soil & Water Conservation District, Army Corps of Engineers, Illinois Environmental Protection Agency, Illinois Department of Natural Resources, and Illinois Department of Transportation. The US Fish and Wildlife Service will not issue a permit but will complete a review as part of the Army Corps of Engineers permit.
