District 211 Property Updates

Status

The contractor has completed much of the site work for the property. Detention basins have been constructed and are in operation, roadways are substantially completed and all utilities have been installed.  Completion of the sidewalk, fine grading and landscaping is ongoing around the private homes and perimeter of the development. 

The contractor continues to construct homes on the property. Village staff is reviewing and processing building permits for individual homes as they are received. There are two model homes on site.  Some private homes are completed and currently occupied.


Permits

A land development permit has been issued for the project, which authorizes site work including grading, landscaping, installation of utilities and road construction. Individual building permits are required and issued for construction of each home. 


Construction Information/Requirements

  • Construction Access – Plum Grove Road will be used as the primary access for construction. Construction vehicles such as passenger vehicles and box trucks may use Summit Drive to access the property. During the course of construction, some larger vehicles such as lumber trucks and concrete trucks may use Summit Drive when access to Plum Grove Road is not feasible.

  • Contractor Parking – Construction and contractor vehicles must park on the property and not along Summit Drive or other public roadways.

  • Construction Hours – Construction hours are stricter than typical Village construction hours. Construction hours for this development are Mondays through Saturdays from 7 am to 6 pm. Once homes are being constructed, work inside the home is allowed outside of these hours as long as excessive noise heard from neighboring properties is not generated. No exterior construction is allowed on Sundays without prior written authorization from the Village.

  • Public streets and sidewalks shall be maintained and kept clean of any debris, dirt and mud.

  • Adjacent properties are to be protected from construction damage and debris.

Developer Information

There are two ways to contact the developer depending on your interest in the project.


Approved Plans

On June 15, 2021, the Committee of the Whole (COW) met to review the license agreement between the Village of Schaumburg and the Natural Gas Pipeline Company of America, LLC (NGPL) for the bike path located north of the development.  The license agreement is the legal document that will allow for the construction, ongoing maintenance, and public access to the bike path, which will be located on the NGPL property.  

At the March 23, 2021 meeting, the Village Board granted approval for Nitti Development to remove trees from Phase 1 and Phase 2 and mass grade the entire site once the land development permit is issued. The discussion and meeting was prompted by a request from Nitti Development to remove trees on the Phase 2 portion of the property in order to mass grade the entire site as part of Phase 1.

On August 25, 2020, the Village Board approved a request from Nitti Development for construction of a single-family residential subdivision. The project was also reviewed and discussed at the Zoning Board of Appeals (ZBA) meetings held on August 5, 2020 and August 12, 2020. The development is a single family residential development consisting of 149 single family detached homes where lot sizes will range from 8,100 square feet to over 19,000 square feet. The development will include two points of vehicular access to the development with street connections at Summit Drive and Plum Grove Road. Large amounts of open space will remain on the property in the form of wetland preservation, detention ponds, a homeowner’s association park, and landscape areas. Bike paths are also proposed as part of the development to provide connectivity and serve as an amenity for the subdivision and village.

The approved plans can be found in the links below. Please note that there may be revisions to the approved plans based on conditions that were made part of the approving ordinance. These revisions will be incorporated into the permit review for the project. If the developer requests changes, the review process will depend on the type and scope of proposed changes.  For example, the proposed path to connect the development to Wise Road will not be constructed.


Property History

The property has been owned by Township School District 211 for many years. The property was purchased by the School District for a potential high school site. The property is approximately 62 acres in size and commonly known as the "District 211" or "D211" property.

Review Process

Below is a summary of the development approval process for this project.

  • Developer Submits Application
    The Developer will submit a formal application and plans to the Village.

  • Review of Project by Village Staff
    The Village has professional staff with expertise in the fields of Engineering, Landscaping, Transportation, Building, Fire Safety, Health, and Planning. Staff reviews the plans and provides advice and recommendations on technical matters, as well as evaluates conformity with adopted Village policies. Review of the plans could take several weeks or months depending on the proposal and needed revisions.

  • Zoning Board of Appeals Public Hearing (held on August 5, 2020 and August 12, 2020)
    After Village staff completes their review, the project will be scheduled for a public hearing before the Zoning Board of Appeals (ZBA). The ZBA is an advisory committee appointed by the Village Board to review matters pertaining to zoning and development. The public hearing is a forum for the public to make official comments regarding the proposal. Property owners located within 150 feet of the property will receive a letter providing notice of the date, time and location of the meeting. Signs providing the date, time and location of the meeting will also be placed along Summit Drive, Plum Grove Road and Wise Road.

  • Village Board Review (approved August 25, 2020)
    After the ZBA public hearing, the project and recommendation from the ZBA will be forwarded to the Village Board for consideration.

  • Permits (Land Development Permit Issued April 2021)
    If the Village Board approves the project, the developer can then apply for building and land development permits to construct the development. The land development permit authorizes site work, including grading, landscaping, installation of utilities and road construction. Construction of homes will require individual building permits for each home.


Comprehensive Plan Designation

The Village’s Comprehensive Plan is used as the official policy guide for land use, development and community improvement in Schaumburg. The Comprehensive Plan states that this property is best positioned for single family residential development. The Comprehensive Plan also states that it is essential to provide options that support “aging in place”, which could include small-lot single family homes and multi-family housing. During the development of the Comprehensive Plan, the village received public comments that seniors desired more housing options to age in place in the community. Also included in the plan is construction of a cross-town trail located on the gas pipeline property that runs east-west through the community. A portion of this trail would be located to the adjacent north of the subject property.
